Otepää Municipality: Copilot for a whole team, with data protection done properly
Public sector work carries obligations a private company does not have. The session had to cover what the tool can do and what the rules require, in the same day.
A municipality handles residents’ personal data as a matter of routine. That makes an AI rollout a different conversation: the capability question and the compliance question have to be answered together, or the answer to both ends up being "we had better not".
What we did
We walked the whole team through Microsoft Copilot at a deliberately unhurried pace, and treated data protection as part of the training rather than a disclaimer at the end. The practical output was a shared understanding of what belongs in the tool and what does not.
What they said
"A calm, clear walk through Copilot for the whole team. Data protection was covered properly, and the practical tips on what to do and what to avoid are already helping us day to day."
"Calm" is a compliment worth having in this context. A rushed session in a public sector office produces anxiety, and anxious people do not adopt tools. The team rated the day 4.6 out of 5.
Why it worked
- Data protection built into the day, not bolted on at the end
- Pace set for the whole team, including people starting from zero
- Concrete do-and-do-not guidance people could apply immediately
- No pressure to use the tool for work where a human should decide
Key takeaways
- In the public sector, cover capability and compliance in the same session
- Set the pace for the least confident person in the room
- Concrete do-and-do-not rules travel further than general principles
